Who Are We

Hamifrats Municipal Authorities Cluster is a regional union of 18 municipalities, established in 2019 to transform the Haifa Bay area into one of Israel’s most dynamic and prosperous regions. Located at the heart of Northern Israel, our region serves as a vibrant gateway connecting the Mediterranean, the Middle East, and Europe, representing a diverse mosaic of over 800,000 residents. Our mission is to drive shared regional development and economic growth through the pooling of resources and the leadership of large-scale infrastructure projects in innovation, sustainability, and transportation.

To bridge strategy with action, the Cluster operates the Regional Research and Development Center, a unique collaboration between the Ministry of Interior, the Hamifrats Cluster, and the University of Haifa. The Center’s mission is to advance the concept of regionalism in Israel through research and applied knowledge, strengthening policies that connect local authorities, businesses, and civil society. By conducting studies on regional governance and partnerships, the Center works to foster balanced economic growth, reduce social gaps, and enhance regional resilience to improve public services and the overall quality of life.
